From Waste to Resource: Economic Potential of RDF in the Baltics – CERITA D5.1

20/04/2025

The CERITA report D5.1 takes a deep dive into the economic and technical potential of producing refuse-derived fuel (RDF) from waste streams in Latvia and Estonia. The findings reveal a strong case for RDF as part of the region's sustainable energy future.

After analyzing waste sorting processes and fuel conversion possibilities, the study concludes that a significant portion of waste could be repurposed for energy, provided that advanced sorting systems are in place. This approach not only reduces landfill dependence but also creates new opportunities in green energy production.

One key insight: regions with high landfill taxes could benefit the most from RDF adoption, making the case for targeted investment and supportive policy frameworks even stronger.

The report recommends investing in modern sorting technology and aligning national policies to enable RDF-based energy solutions — a step forward in the circular economy roadmap for the Baltic region.
