Key Policy Progress and Barriers in Latvia’s Green Transition – CERITA D9.2

The CERITA report D9.2 explores Latvia’s policy landscape in the biomethane and waste-to-energy sectors, highlighting notable progress in recent years. It confirms that Latvia’s legal reforms are now more closely aligned with EU directives and long-term climate goals.

Despite these advances, the report identifies several remaining barriers:

  • Infrastructure gaps, especially in rural areas,
  • Complex and slow permitting procedures,
  • Low public awareness of green energy solutions.

To address these challenges, the report calls for:

  • Stronger financial incentives to support new technologies and projects,
  • Greater stakeholder engagement, including both local authorities and citizens.

The findings underline the importance of coordinated action across all levels of governance to fully realize Latvia’s green energy potential.
